According to the Brasilian customs legislation;

Passengers coming from international flights, have to clear through customs with their baggages before proceeding to domestic flights within Brasil Passengers  transiting to another country from Sao Paulo,  proceed to the transit lounge and all baggages  transferred to the third point without baggage claiming
