Travel to Turkey

Within the scope of the measures taken against the Coronavirus (Covid-19) pandemic, the following decisions are effective on July 1, 2021 regarding entry to Turkey, per the Turkish authorities:

1) Passengers from Bangladesh, Brazil, South Africa, India, Nepal and Sri Lanka are banned from entering Turkey until further notice. But the passengers traveling from these countries may transit to other countries without entering Turkey, our flights from these countries continue to take place. Passengers of 6 years of age and over who are arriving to Turkey from another country but have been in Bangladesh, Brazil, South Africa, India, Nepal or Sri Lanka in the last 14 days, must submit a negative PCR test taken no more than 72 hours before arrival and must be quarantined for 14 days in locations to be determined by the Governorships. If the PCR test result to be made at the end of the 14th day of the quarantine is negative, the quarantine measure will be terminated. Passengers whose PCR test result is positive will be taken into isolation as soon as the positive test result is received, and the measure will be terminated with a negative PCR test result which will be made at the end of the 14th day. Accommodation and airport transfer fees will be paid by the passengers.
2) Passengers of 6 years of age and over arriving from Afghanistan and Pakistan and passengers of 6 years of age and over who have been to these countries in the last 14 days are required to submit a negative PCR test result taken 72 hours before arrival to Turkey. These passengers are required to stay under quarantine for 10 days in quarantine hotels specified by the governorships. Accommodation and airport transfer fees will be paid by the passengers. If the PCR test result to be made at the end of the 7th day of the quarantine is negative, the quarantine measure will be terminated.
3) Passengers who will be quarantined within the scope of the first and second articles must make hotel reservations via the hotel contact details listed below before their flight at the first point of departure and pay the total hotel accommodation fees before starting their travels. In accordance with the rules set forth by the relevant authorities, passengers who cannot present the proof of payment to the officers at the first points of departure will not be able to board our flights due. 
4) Passengers of 6 years of age and over arriving to Turkey from the United Kingdom, Iran, Egypt and Singapore must present a negative PCR test result taken in the last 72 hours prior to arrival to Turkey.
5) Passengers aged 6 and over who are not covered by the first, second and fourth articles and will enter Turkey are expected to present the documents/certificates issued by the relevant country's official authorities at the first point of departure that they have been vaccinated at least 14 days before entering Turkey or have had COVID-19 disease in the last six months starting from the 28th day of the first PCR positive test result. These passengers will not be required to submit a negative PCR/rapid antigen test report and quarantine measures will not be applied for them. If the vaccination certificate or documents indicating that the passenger had COVID-19 disease cannot be submitted, the presentation of the negative PCR test result taken maximum 72 hours before entry or the negative rapid antigen test result taken maximum 48 hours before entry will be deemed sufficient.
6) Passengers are subject to PCR testing on the basis of sampling at arrival in Turkey. These passengers will be allowed to proceed to their final destination after the test samples are taken. If the test results are positive, they will be treated in accordance with the Covid-19 guidelines of the Ministry of Health. Passengers and the persons with close contact with passengers with positive test results will be quarantined for 14 days at the addresses they have determined, and quarantine conditions will be terminated if the PCR test results to be performed at the end of the 10th day are negative. The quarantine conditions of those who are found to be carrying the Delta variant will be terminated with a negative PCR test result at the end of the 14th day.

In addition:

  • These requirements are not mandatory for international transfer passengers.
  • Passengers entering Turkey can submit molecular tests, also known as nucleic acid amplification, genetic, RNA or PCR tests.
  • As of March 15, 2021, passengers who enter Turkey on international flights (excluding transfer passengers and passengers under the age of 6) must complete the Turkey Entry Form, which they can access on this page, within 72 hours prior to their flight. A paper printout or mobile screenshot of the completed form will be checked at the stations before the flight.
  • All passengers are required to wear masks at airports and during the flights.
  • Passengers must complete a Passenger Information Form on flights to Turkey.
  • Temperature measurements at Turkey’s airports have been removed for all destinations apart from flights to and from Canada, Singapore and Guangzhou, and for passengers using hot connection points (points used by transfer passengers with a connection time of 90 minutes or less) due to short connecting times.
  • Aircraft crew, seamen and truck drivers will be exempted from SARS-COV-2 PCR testing and quarantine practice.
  • It is obligatory to obtain an HES code for flights taken within Turkey. There is no HES code requirement for non-Turkish citizens. For details, please check the Hayat Eve Sığar page.
  • In accordance with the decision of the relevant authorities, passengers arriving at Istanbul Airport (IST), who will undergo quarantine and who are citizens of the Republic of Turkey, will be tested again in Istanbul regardless of the PCR test results they present. It is stated by the relevant authorities that the test fee will be covered by the passenger. Passengers will be quarantined at their residential address if the test result is negative and passengers with positive test results will be quarantined by traveling to their place of residence by private vehicles (no traveling with public transport, plane, and bus is allowed) if their residence address out of Istanbul.

The Council of Ministers of the Turkish Republic of Northern Cyprus issued directives regarding passenger entry. Please review the notes below for a safe and healthy travel.

  • Non-island entry criteria to our country will be as stated below. The country colors specified in the criteria will be updated every week. The current table regarding the country color codes will be applied on the first Monday after it is published by the Committee for Contagious Diseases.

Conditions of entry to our country from dark red countries

  • Persons who have traveled to dark red countries in the last 14 days are prohibited from entering the country.
  • Citizens of the Turkish Republic of Northern Cyprus who have traveled to dark red countries in the last 14 days will be able to enter the country with a negative PCR test result taken within the last 72 hours upon entering the island and 14 days of quarantine.

Entry requirements from grey countries to our country

  • Passengers from grey countries are allowed to enter the country with a negative PCR test result taken within the last 72 hours prior to travel and are subject to a 14-day quarantine regardless of they are vaccinated or not.

Conditions of entry to our country from red countries:

  • Regardless of whether vaccinated in the red countries or not, passengers will be able to enter the country with a negative PCR test result taken within the last 72 hours before the trip and a 10-day quarantine condition.

Andorra, Bahrain, Egypt, Georgia, Iran, Iraq, Kazakhstan, Malaysia, Mongolia, Philippines, Reunion, Sint Maarten, Tunisia, United Kingdom, Cyprus, Russia, Turkish Republic of Northern Cyprus, Portugal, Faroe Islands.

Entry requirements from orange countries to our country

  • Those who have been vaccinated or have had the disease and arriving from orange countries will be able to enter without quarantine with a negative PCR test result obtained within the last 72 hours before travel.
  • Unvaccinated passengers arriving from orange countries will be able to enter the country with a negative PCR test result taken in the last 72 hours before the flight and a 5-day quarantine.

Entry requirements from green countries to our country

  • People who are vaccinated or who have had the disease and arriving from green countries will be able to enter the country without any restrictions.
  • Unvaccinated people coming from green countries will be able to enter the country without quarantine with a negative PCR test result taken within the last 72 hours before the trip.

Green Countries

Australia, Finland, Germany, Greenland, Israel, Hungary, Iceland, Malta, New Zealand, Romania, Singapore, Slovakia and Sweden.

Countries with Delta variant

The “Delta” variant has been evaluated by the World Health Organization as a “Variant of Concern: VOC”. These variants are:

  • Variants with increased transmissibility or which may adversely affect the epidemiology of COVID-19
  • Variants that may have increased morbidity or may cause changes in the clinical records.
  • They are defined as variants that reduce the effectiveness of public health measures or may reduce the effectiveness of existing diagnostic tests, vaccines or drugs.

Countries with the Delta variant

Austria, Belgium, Czechia, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Jordan, Luxembourg, Netherlands, Norway, Portugal, Romania, Russia, Spain, Sweden, Switzerland and the United Kingdom.

General rules applicable to all categories

  • As the Delta variant is spreading in all countries, passengers, regardless of whether vaccinated or not, may be required to take COVID-19 test at the arrivals. Passengers arriving from green coded countries are exempt from this application.
  • As the Delta variant is spreading in all countries, passengers, regardless of whether vaccinated or not, arriving from countries with the Delta variant may take COVID-19 test at the arrivals. Passengers arriving from green coded countries are exempt from this application.
  • The vaccinated person means the person who has completed the vaccination program and is within 6 months after the last dose.

Vaccine types and doses

  • Sinovac Biotech: 2 doses
  • Sinopharm: 2 doses
  • Comirnaty (Pfizer/Biontech): 2 doses
  • Vaxzevria (Astrazeneca/Oxford): 2 doses
  • COVID-19 Vaccine Janssen/Jonhson and Johnson: 1 dose
  • Sputnik V: 2 doses
  • Moderna: 2 doses
    1. If the individuals received two doses of the aforementioned vaccines with different vaccine brands, they will be considered as vaccinated persons.
    2. People who have had COVID-19 over 6 months ago and have received one shot of booster will be considered as vaccinated.
    3. Children under the age of 18 will be able to enter the country with their vaccinated parents or who had the disease in accordance with the PCR test rules (children over 6 years old) specified according to the country category they came from.
    4. Passengers will be evaluated according to the country in the highest risk group among the countries they have set foot/ been in in the last 10 days.
    5. Those who do not vaccinate within the scope of quarantine applied when entering our country a) In the event that officers, non-commissioned officers, specialist non-commissioned officers and military officers who will return to the Turkish Republic of Northern Cyprus present their assignment documents b) In case the newly appointed personnel of the “KTBKK” submit their departure and stay documents, c) In the event that the obligated non-commissioned officers and privates present their border departure and stay documents, Provided that all responsibility is with the relevant military, it has been approved by the Ministry of Health of the Turkish Republic of Northern Cyprus that they submit negative PCR test results upon entry to the country and spend 10-14 days quarantine periods together, depending on the country they come from. d) In addition, the spouses and children of the military personnel assigned to ensure that the unity of the family is maintained

Provided that the whole responsibility is on the relevant military unit, it is deemed appropriate by the Ministry of Health of the Turkish Republic of Northern Cyprus that they can present negative PCR test results upon entry and spend quarantine periods together according to the category of country of origin.

2 - Passengers arriving from color-coded countries broad are required to have taken a PCR test with a negative result within 3 days prior to their flight, are required to submit the negative PCR test result to the officer of the Ministry of Health.

A) Negative PCR test result documents of passengers arriving to TRNC from Turkey should have a QR code.

B) If the document does not have a QR code, entry to TRNC is not allowed and passengers are sent back.

C) To prevent any problems, airline companies are required to check the documents via the QR code verification tools.

**As of April 29, 2021, passengers with PCR tests that state "Cannot be used as a document to exit the country" are not allowed entry to TRNC.

**In order to submit to the officals, passengers are required to carry the printed document with them at all times.

3-Home quarantine application and rules to be followed
  • Provided that people show their address of residence in our country and download the Stay Safe application before coming to the country, they will be able to spend 7=10-14 days quarantine periods at the specified residence addresses with their wristbands, depending on the country they come from. They will go to their residency address by their own vehicle (alone) or by means of public transportation vehicles such as public transport, taxi, minibus. etc assigned by the Ministry of Finance.
  • They will be considered as vaccinated if they have 1 booster shot administered.
  • People who have had the disease should present the positive PCR test result obtained between 30-180 days before travel. They will be considered as a vaccinated person.
  • Children under the age of 18 will be able to enter the country in accordance with PCR test rules (children over 6 years of age) specified according to the country category they have arrived from with their parents who have been vaccinated and had the disease specified above.
  • Passengers will be evaluated by country in the highest risk group among the countries they have set foot in/are in in the last 10 days.
Those who are not vaccinated within the scope of the quarantine applied at the entrances to our country:
  • The officers, petty officers, specialists and military officers who arrive to the Turkish Republic of Northern Cyprus upon their return from duty present their assignment documents,
  • The newly appointed personnel of the KTBKK if they present their departure and stay documents,
  • The obliged petty officers and privates presenting their border crossing documents to the work,
  • In addition, the spouses and children of the military personnel assigned tso that the family union is kept safe,

It was deemed appropriate by the Ministry of Health of the Turkish Republic of Northern Cyprus for military personnel to present negative PCR test results upon entry and to spend quarantine periods in their units according to the color of the country they came from, provided that all responsibility is with the relevant military.

  • People over the age of 65 and people who went abroad with the board decision for health reasons will be able to download the Stay Safe application after they arrive in the country. Children under the age of 12 will not wear wristbands.
  • It is recommended that people who do not comply with the home quarantine rules be sent to the central quarantine, pay the quarantine fees themselves, and penal action is initiated against them in accordance with the relevant legislation.
  • In addition to the wristband application, the quarantine, test fee amounts and bank account numbers to be paid by those coming from abroad and staying in quarantine hotels are regulated in Article 12 of the NOTAM.
  • It has been deemed appropriate that those who do not present the document showing that the home quarantine and hotel quarantine fees have been paid through the wristband application will not be allowed to board the aircraft. In such cases, all responsibility belongs to the relevant airline company.
  • It was decided by the Council of Ministers to remove the exemptions regarding the fees for those who will enter quarantine as a result of the COVID-19 measures, due to the introduction of electronic wristbands, and to exempt only the patients and the accompanying persons, who were transferred by the decision of the health board, from the quarantine and PCR test fees.
  • Fees for all transfers from Ercan Airport to home or hotels will be paid by the relevant passengers.

4 - Hotels offering 4 nights and 5 days of all-inclusive service with charter flights are subject to the wristband application must sign the prepared declarations. These hotels will not accept walk-in customers (local or tourist) for the purpose of accommodation or for the purpose of using the restaurants, cafes, beaches, etc. within the hotel. If charter tours are organized for more than 5 days, people on these flights are required to repeat the tests on the 5th day. Guests with two vaccinations and arriving with scheduled flights and that want to spend their holiday in all-inclusive hotels may go to hotels with the wristband application.

In this context, it was deemed appropriate to arrange a maximum of 14 charter flights per week for all-inclusive hotel tourism. In addition, additional charter flights requested for Eid al-Adha will be subject to the permission of the Ministry of Health.

5- Children between 0-5 years of age (including 5) are not required to submit PCR test results.

6- PCR tests should be in Turkish, English and French

7 - The date of sample collection for the PCR should be taken into consideration when calculating the 3-day period before the scheduled departure date. There is no need to specifically calculate the hours.

8 - The PCR test results older than 4 days or more before the date of travel are not considered valid for entry into the country. Passengers submitting these tests are not allowed to enter. The start date of travel for travels with connecting flights is the date of the first scheduled flight.

9 - NHS test results of passengers arriving from UK will be admitted at the entry. If the passenger was unable to print the test result, the text message sent by NHS will be accepted. All COVID-19 tests conducted by the universities in UK where the students who are TRNC citizens are studying in are valid. This application is valid only for UK.

10 - . PCR test results obtained in the last 3 days from TRNC are valid for TRNC citizens who came to Turkey for a short visit on their return to TRNC. These passengers are subject to 5-day quarantine.

  • 10-day quarantine fee: 4000 TRY for one person
  • 1800 TRY per person (over 5 years of age) for the others if several people stay in the same room.
  • 14-day quarantine fee: 5400 TRY one person
  • 2500 TRY per person (over 5 years of age) for the others if several people stay in the same room.

**As of April 29, 2021, passengers with PCR tests that state "CANNOT BE USED AS A DOCUMENT TO EXIT THE COUNTRY" are not allowed entry to TRNC.

*** According to the attached circular of the General Directorate of Security of the Ministry of Interior, it is necessary to travel to countries that can be traveled with National ID cards of the Republic of Turkey (Moldova, Ukraine, Georgia and Azerbaijan) by photo ID card regardless of age, according to ICAO rules.

NOTE: The application restricting the travel of our citizens under the age of 15 with photoless ID cards for trips to the Turkish Republic of Northern Cyprus has been postponed until October 1, 2021 and until this date, the procedures will be completed without the requirement of new ID cards and photo.

Non-compliance with the specified conditions are subject to criminal proceedings initiated within the scope of the relevant articles of the Criminal Code and the Communicable Diseases Law.
